The Rapid Energy Assistance Program is a new program designed to deploy federal VERAP grant money more efficiently to heating fuel providers. This money is available to pay 18 months of heating fuel expenses for renters that earn less than 80% of the area median income (AMI). The funds can go toward both back balances and future deliveries for qualified applicants.

Read the Fuel Vendor Update as of 9/29/22


Heating fuel companies can become Rapid Energy Assistance Program vendors by filling out a REAP Agreement form, a W-9 form, and an ACH Authorization form.


All forms should be sent to Tracy Collier and Annette Steinhardt with the state of Vermont:

Vendors will also need to register at www.sam.gov.
