Vermont Propane & Oilheat Technician Certification Summary
Technicians installing, inspecting, or servicing propane (LP gas), natural gas, or oil-burning equipment in Vermont must hold a valid Certificate of Fitness issued by the Division of Fire Safety. Certification is based on completion of nationally recognized training programs and adherence to NFPA 31, 54, and 211 standards.
Current adopted codes include:
NFPA 30, Flammable and Combustible Liquids Code, 2021 edition.
NFPA 31, Standard for the Installation of Oil-Burning Equipment, 2020 edition.
NFPA 54, National Fuel Gas Code, 2021 edition.
NFPA 58, Liquefied Petroleum Gas Code, 2020 edition.
NFPA 211, Standard for Chimneys, Fireplaces, Vents and Sold Fuel-Burning Appliances, 2019 edition.
Propane (LP Gas) Certification Requirements
Delivery of LP Gas: CETP Books 1.0, 2.1/2.4, and 2.2 or equivalent PEP modules.
Plant Operations: CETP Book 1.0 and Books 3.1–3.4 covering tank maintenance, cylinder
maintenance, dispensing, and bulk equipment.
Appliance Installation & Service: CETP Books 1.0, 4.1–4.4 or equivalent PEP modules. Renewal requires 8 hours of training every 3 years (including 2 hours on CO-leak prevention and inspection).
Limited Interior Certification (HVAC Technicians): CETP Books 1.0, 4.2–4.5. For interior or rooftop LP systems only. Entire installation must be evaluated by a certified LP Gas technician.
Combined LP/Natural Gas Systems: Completion of the AGA course (“Fundamentals of Combustion, Gas Appliance Venting, Electricity, Gas Controls and Appliances”) and CETP Books 1.0, 4.1, 4.2 or equivalent PEP modules.
Oilheat (Oil-Burning Equipment) Certification Requirements
Full Oilheat Technician: Requires NORA Silver or Gold certification. Renewal: 8 hours of continuing education every 3 years (2 hours CO safety).
Limited Oilheat Technician: For maintenance and inspection only. Requires NORA Bronze certification. Same renewal and training requirements.
Inspection & Maintenance
All fuel-fired heating appliances must be cleaned, maintained, and inspected at least once every two years by a certified technician. Inspections must follow NFPA 31, 54, and 211 standards and include CO flue-gas measurement. Technicians must mark the appliance with the inspection date and certificate number. If a hazard is found, it must be corrected immediately or the appliance disconnected and reported to the Authority Having Jurisdiction (AHJ).
Certificate Renewal & Documentation
To renew a Certificate of Fitness, technicians must provide proof of continuing education or valid national certification, complete required tax and compliance forms, and verify training provider approval by the Division of Fire Safety.
Equivalency
The Division of Fire Safety may accept equivalent certifications or training that demonstrate comparable knowledge, skills, and safety competency.
